Christine Bailey

BaileyChris Bailey has over 25 years experience in government contracting.  Previously, as Chief Financial Officer for Vangent, Inc her responsibilities included finance, accounting, treasury, business management, regulatory compliance, contracts, pricing, procurement, and internal audit.  Vangent is a newly formed $500M+ company that was divested from Pearson plc and sold to a private equity firm.  Vangent specializes in designing, building and operating complex systems, primarily for government customers.  She led the divestiture effort and raised $190M to partially finance the sale of the company.  For the previous 5 years, she was the SVP/Chief Financial Officer for DynCorp Systems and Solutions LLC, a $1B government contracting company.  Subsequent to the acquisition of the firm by Computer Sciences Corporation, she was responsible for contracts, pricing and program control for the Federal Sector of CSC.  Previously, Chris operated in similar finance roles for Litton/PRC and Advanced Technology, Inc, and in contract roles for CSC.  She is a member of the Professional Services Council Cash Flow Task Force, Women in Technology, Financial Executives International and has served as a member of the Board of Advisors for the National Contract Management Association. Chris earned a Bachelor of Science degree in Business Administration from Virginia Tech.

Deborah Barlow
BarlowDeborah Barlow has over 15 years experience in accounting, and is currently an Accounting Specialist at Vangent, Inc., a federal government contractor that creates, builds and supports mission critical systems for several government agencies, including the US Department of Defense, CDC, and US Department of Homeland Security.  Prior to coming to Virginia two years ago, Deb was a licensed real estate agent in the state of New York.  She holds a Bachelors of Science in Accounting from Syracuse University, and currently lives in Stafford, Virginia.

Jeffrey Clark
ClarkJeffrey Clark is a Consultant with Booz Allen Hamilton a global strategy and technology consulting firm, headquartered in McLean, VA. He provides Project Management support by establishing and maintaining project management policies, processes, procedures, and tools for government clients. On his current project Jeffrey serves as the Risk and Issue Manager. Prior to joining Booz Allen, He worked for USIS provided analytical and investigative support to multiple government clients. He has also previously worked for GEICO and First Nations Development Institute; a non-profit institution assisting with the economic support of Native Americans. He has a Bachelor of Arts in Communication from George Mason University and has completed graduate course work in Project Management from the University of Virginia. Jeffrey resides in Spotsylvania, VA with his wife and two dogs.

Brian Cox
CoxBrian Cox is a Service Area Manager and Client Delivery Manager for International Business Machines, Inc. (IBM). He is responsible for the overall management and business development for several large scale projects under the Enterprise Applications Development Integration and Sustainment (EADIS) Program. EADIS is a $920 million program that supports the Federal Emergency Management Agency, which is a subordinate agency to the Department of Homeland Security. Brian possesses 16 years experience in various project and sales management positions, including serving eight years as a commissioned officer and aviator in the U.S. Army.  Brian received a Bachelor of Science in Biology/Psychology from the Virginia Military Institute.   

Mark Harry
HarryRobert “Mark” Harry is a Project Engineer employed by the U.S. Army Material Command at Radford Army Ammunition Plant to support the modernization of industrial and energy infrastructure. Prior to employment by the U.S. Government, Mr. Harry worked over ten year as an engineer consultant to the energy and mineral industries specializing in mine planning, environmental compliance, and financial modeling. He is also a veteran of the Global War on Terrorism having served as an engineer officer in Iraq with the West Virginia Army National Guard during “Operation Iraqi Freedom” and with the U.S. Army Corps of Engineers as a civilian volunteer once again in Iraq and also in Afghanistan. Mr. Harry has a B.S. in Civil Engineering Technology from Bluefield State College, M.S. in Engineering from West Virginia University, and graduated from the Engineer Officer Basic Course located at Fort Lenard Wood, MO. In his free time, Mr. Harry lives his passion for the outdoors by mountain biking, fishing, and always planning a trip to some random spot on the map.

Stephen Hawley
Stephen Hawley is a graduate of the University of Arizona Eller College of Business with a Bachelor of Science in Business Administration, Operations Management, and a Bachelor of Arts in Spanish/Portuguese.

Edward (Ted) Lauzon
LauzonTed Lauzon is a Budget Analyst and Financial Specialist at the US Department of Treasury where he controls funds management for the Office of Financial Management.  He has mentored and trained interns and new employees on the system as they join the OFM at the US Treasury.  He started his career working as a service manager at Crowne Plaza Hotel in Rochester, NY where he was responsible for 8 people.  Ted graduated from St John Fisher College with a Bachelor of Arts in Economics.  Ted lives in Fairfax, VA.

Bao Le
LeBao Le currently serves as a Project Manager and a Program Specialist for the Department of Homeland Security’s Federal Emergency Management Agency.  In his position, he provides program management oversight to several programs and contracts in excess of $100 million.  He works closely with Federal and State partners to develop and pilot the nation’s first Disaster Case Management Program.  Previously, Bao served as program and operations manager for national non-profit and provided oversight to multi-million dollar projects and supervised 42 full time employees in seven states.  Bao is a former Peace Corps volunteer where he served in Africa, in Burkina Faso and Chad; in both locations he oversaw several education and health development projects.  He has traveled, lived and worked in over 30 countries, and speaks and writes fluently in Vietnamese and French.  Bao is a graduate from the University of Oregon with a Bachelor of Arts degree in History.

James Maiden
MaidenSimilar to many individuals in the insurance business, James Maiden never thought that he would spend more than 2 years in the industry.  Twenty-five years later James has come to learn how broad and deep an industry insurance actually is. James began his career with ITT-Hartford Insurance and progressed through various underwriting and financial oriented positions. Over the next 17 years, he spent time in various supervisory, senior management and executive management positions, culminating in profit and loss responsibility for one of Hartford’s most prominent companies.  He then moved on to the Allianz Insurance Group where he was responsible for building several U.S. direct to consumer insurance companies; and also with developing the contact and online strategies for the various companies throughout the worldwide footprint of Allianz.  For the last six years James has served as the President of Long & Foster Insurance in Chantilly, Virginia.  This full service insurance entity – personal, commercial, employee benefits and individual financial products – became one of the 20 largest insurance brokerages in the Metro DC area under James’ leadership.  Currently responsible for 10 states along the eastern seaboard, James has lead LFI to record earnings and growth during his tenure.  James’ most important responsibility is as father to his two little kids – Grace and Xavier.  This New Jersey native graduated from Tuskegee Institute in Political Sciences and Economics.

Heather McCafferty
Heather McCaffertyMcCafferty has over 8 years experience as a U.S. Coast Guard (USCG) officer, and 5 years of environmental consulting experience for USCG programs.  Ms. McCafferty has conducted multimedia environmental compliance audits at over 90 federal facilities for the USCG, Army National Guard, and the National Oceanic and Atmospheric Administration.   She demonstrates her understanding of the USCG organization, missions, and environmental program areas through site visits and collaborative efforts with Sectors, Districts, and Civil Engineering Units.   As the Contract Program Manager for the USCG Headquarters Office of Budget Execution, she coordinates efforts within USCG Integrated Solution Teams (IST) to define, solicit, evaluate, award and administer 280 performance-based requirements per year.  Ms. McCafferty works directly with Contracting Officer’s Technical Representatives, fourteen Contract Specialists, Financial Managers, and Procurement Lawyers that assisted nine Contracting Officers to provide critical technical and administrative support to Prevention, Response, National Vessel Documentation Center, Marine Safety Center, and National Maritime Center program missions.   She enabled CG-DCO to award 181 contracts and 55 Military Interagency Purchase Requests (MIPRs), and executed a total of $108.83 million, over 85% of the USCG FY08 operational budget.  She assisted with the award of 1 MIPR and 10 contracts with $5.66 million Boating Safety funds, and 3 MIPRs and 6 contracts with $3.63 million reimbursable funds.  She received her B.A. and M.S. in Biology and Environmental Science from the University of Virginia and specialized in Coastal Geology.

William Morrissey
MorrisseyBilly Morrissey is a Contracts Manager with Harris IT Services Corporation.  Harris is an international communications and information technology company serving government and commercial markets worldwide.  Billy manages countless contracts for Government agencies including U.S. Department of State, Department of Homeland Security, the Federal Aviation Administration, U.S. Department of Health and Human Services and various state and local Governments.  Billy supports strategic proposal efforts, negotiates contracts with the Government and industry, and provides guidance on contract clauses and Government regulations, e.g., the Federal Acquisition Regulation (FAR).  Prior to working at Harris, Billy worked for General Dynamics Information Technology (GDIT) supporting the Aviation Joint Warfare. At GDIT Billy managed contracts for numerous U.S. Navy programs.  Working as a bartender through college, Billy received a Bachelor of Arts in Communication from George Mason University in 2003. 

Melinda Nash
Melinda Nash holds a Bachelor of Science in Biology and Psychology from the Pennsylvania State University, and Master of Science in Marriage and Family Therapy from the University of Maryland.

Raymond Noel
NoelRaymond Noel is a Senior Lead Engineer and Program Manager at Booz | Allen | Hamilton.  He has 23 years of professional experience in systems engineering and project management involved with various business markets, such as Dept. of Defense, Commercial, Federal & State, and Intelligence Communities.  He has served in providing support to his customers in a consultative skill-sets capacity via esteemed employers, such as General Dynamics - Aerospace, Orion Scientific Systems, Raytheon/Houston Associates, Lucent Technologies, Ando Corporation in Japan, Science Applications International Corporation (SAIC) and General Dynamics-Advanced Information Systems.  Raymond holds a Bachelor of Science in Computer Information Systems from Strayer University.  He lives in Purcellville, VA with his wife and three children.

Rufus Robinson
Rufus Robinson holds a Bachelor of Science Degree in Business Administration from Strayer University.

Stacey Schobert
SchobertStacey Schobert is a Financial Manager for the Army Information Technology Sector of General Dynamics Information Technology.  She manages the finances for two business areas that have a combined value of $100 million annually and provides financial guidance on operations to two Vice Presidents. Her main responsibilities include mentoring and training Financial Analysts, managing cash flow, improving return on investment, managing annual revenue and profit targets, five year strategic planning, quarterly forecasting, and financial analysis of projects and operations. In the spring of 2008 she was appointed by the Finance Vice President of Army Solutions Division to be a key member of the team to convert from a Costpoint financial system to an Oracle financial system. Prior to General Dynamics, Stacey was a Project Controller at SAIC where she received specialized training in program management and project financial management.   Stacey received her undergraduate degree in Marketing Management from Virginia Tech.

Gelila Sebhatu
SebhatuGelila Sebhatu is an Enterprise Architect (EA) for Savvee Consulting Inc. where she manages an EA Program for the Naval Criminal Investigative Service (NCIS). She is responsible for building the EA Program, overseeing architecture designs, as well as developing strategic and communication plans. Prior to her current position, Gelila worked for BearingPoint on several DoD projects particularly business process re-engineering, communications and enterprise architecture efforts. Gelila is Green Belt Lean Six Sigma (GBLSS) certified and is a member of National Defense Industrial Association (NDIA).  She graduated from Old Dominion University where she majored in Information Technology and minored in Marketing. 

Steve Shebest
ShebestSteve Shebest is the Founder and CEO of Six Degree Discσvery, LLC, a consulting group aimed at applying the disciplines of Lean Six Sigma(tm) and Professional Project Management to achieve process improvement in the resource-intensive discovery area of the legal industry.  Steve graduated from VA Tech and went on to study law at William and Mary.  After practicing law for a period of time, he found his niche in the application of cutting edge technology to the legal process of discovery, whereby parties in a lawsuit or regulatory proceeding are required to gather, review, organize and hand over documents that may be relevant to the proceeding at hand.  As Co-Founder and Principal of Winstar Litigation Systems, LLC, and then Director of Project Management for the legal services division of Adecco, Steve advised Fortune 500 and AmLaw 200 clients in the discovery arena in well-publicized matters including the tobacco and Winstar banking litigations, as well as antitrust cases including Northrop Grumman's attempt to merge with Lockheed Martin, and Sony's acquisition of BMG.  During his 15 years advising the legal industry, Steve has budgeted and delivered on projects in the tens of millions of dollars, often involving hundreds of attorneys, paralegals and support staff.  He is a near lifelong resident of Leesburg, VA.

Christopher Thoms
ThomsChris Thoms is a Lead Program Analyst with CACI, a provider of essential services and solutions for national defense, intelligence, homeland security and the improvement of government services.  Chris has over nine years of logistics experience and currently leads a team of five employees supporting the Army National Guard at the National Guard Bureau in Arlington, VA.  Chris provides program management and budget analysis to a multi-million dollar program providing training to Army units preparing for deployment.  He joined CACI in 2004 working as a logistics analyst in Wurzburg, Germany.  Prior to joining CACI, Chris served for five years as an officer in the US Army and served two tours in the Middle East.   Chris received his bachelor's degree in Accounting from Rutgers University in New Jersey. 

Nicolaos Totten
TottenNick Totten is currently an Acquisition Specialist for the Federal Protective Service –a division of Immigration and Customs Enforcement of the Department of Homeland Security. As an inaugural member of this team, Nick has been tasked with assisting in establishing a Program Management Office within FPS as it prepares to move within DHS. Nick’s primary focus is developing Statements of Work (SOWs), formulating Independent Government Cost Estimates (ICGEs), performing market research and providing cost benefit analysis. After a brief stint as a management trainee at Ferguson Enterprises, he worked for nearly five years at Apex Systems. Apex is a national staffing firm where Nick climbed the ranks starting as a recruiter, moving to account manager and finishing as a managing director. Prior to his promotion to Managing Director, Nick had a staff of over fifty consultants that were working on site.   Nick worked with CareerBuilder Government Solutions as a Federal Business Development Manager for nearly a year before joining Netstar-1 supporting FPS. Nick graduated from Virginia Tech with a Bachelor’s degree in Hospitality and Tourism Management.

Mustafa Zamani
ZamaniMustafa Zamani is a visionary entrepreneur, President and Founder of Mondo International, Inc., one of the largest growing international companies in the world.  Mondo is a worldwide organization that provides logistics, distribution, transportation, warehousing and other services across the globe, specifically in war zones.  The company has quickly become a leading authority in the field and was recently featured in an exclusive report on the CBS Evening News with Katie Couric and CBS Defense News.  Mustafa has been an entrepreneur since the age of 14, when he successfully created and ran his own computer software and hardware company while in high school in Pakistan.  He worked hard juggling school, business and securing contracts with clients such as the United Nations until he sold his business in 2001.  After being sponsored by the UN to move to the US, Mustafa worked his way up the corporate ladder for 3 years. He then returned to his roots and once again started his own US based computer company.  Diamond Geeks, which started with 1-2 technicians serving local business and residential clients quickly grew to a nationwide company. Giving back and helping others is a strong passion for Mustafa. He and Mondo international have established a non-profit welfare organization in Afghanistan to fund a technical school for youths in the Kunar Province of Afghanistan.  The Zamani Family Foundation also plans to construct an orphanage, school and medical clinic in Kabul Afghanistan as well. With a global mindset and proven ability to lead, Mustafa attributes his success to mature decision making and the ability to assemble the right team.  With Mondo offices in Afghanistan, Dubai, China, India and the UK, Mustafa relies on leadership, delegation and the highest level of customer service to grow and expand his business. Mustafa holds a Bachelor of Arts in Business Administration from the University of Phoenix and lives in McLean, VA.
